Who arranges diplomatic and consular transportation in Toronto, and how does it work?

A consulate general, trade mission or host ministry books the cars through one account coordinator, who receives the programme, the list of passengers in order of precedence and the security notes. We then assign named chauffeurs and recent-model sedans or SUVs, rehearse the pickup points at Pearson and in the city, and invoice the mission against its purchase order, with an NDA signed first.

Toronto hosts one of the largest consular communities in the country. Dozens of countries keep a consulate general, a trade office or an honorary consul in the city; the list of foreign representatives accredited to Canada shows how many, and the rules that govern them are administered by the Office of Protocol of Canada at Global Affairs Canada. Most of those offices do not keep a fleet. They keep a small staff, a calendar that fills up without warning when a minister or a trade delegation decides to visit, and a need for cars that look, behave and arrive like an extension of the mission itself. That is the work this page describes: transport for consuls general and their staff, for visiting heads of delegation, for ministers on a day in Ontario, and for the commercial and cultural teams that travel with them.

PearsonAirportTransfer.com is an airport-first chauffeur company, and nearly every diplomatic programme in Toronto begins or ends at Toronto Pearson. The delegation lands, clears the formalities, and has to be in a hotel lobby on Front Street or a boardroom on Bay Street within the hour. Our dispatch tracks the flight, the chauffeurs are in position before the wheels touch, and the coordinator keeps the protocol officer informed by text at each stage.

Arrivals at Pearson: commercial flights and private aviation

When a delegation flies in commercially, its car is staged where Pearson's rules put licensed limousines: the airport authority's pre-arranged zone outside the arrivals level, around Door A at Terminal 1 and at Door A in Terminal 3. The chauffeur waits curbside with the car; a chauffeur who meets the party inside the arrivals hall with a discreet name board is a paid meet and greet add-on, and for a head of delegation we usually recommend it so the party is never left to find the door alone. Airport transfers include 60 minutes of free waiting after an international landing and 30 minutes after a domestic one, and the flight is tracked so an early or late arrival moves the chauffeur rather than the schedule.

Many official visits arrive by charter or government aircraft instead. Those land at the fixed-base operators on the airfield, where the car can be cleared to meet the aircraft or wait at the FBO door, depending on the operator's rules and the security plan. How we work with the handling agent on those arrivals is explained on our FBO and private jet page; the chauffeurs who meet charters also meet scheduled flights. For larger parties, the advance team and the luggage can travel separately in an SUV or a Sprinter so the principal's car leaves first and the bags follow without holding it up.

Protocol inside the car

Diplomatic transport is judged on details most passengers never notice. Our chauffeurs are briefed on each programme before the first pickup, and the coordinator confirms the points below with the mission's protocol officer rather than assuming them.

  • Seating by precedence. By common convention the most senior passenger sits in the rear seat on the curb side, behind the front passenger seat, with the host or the next-ranking guest beside them; we follow whatever order your protocol office sets and load the cars in that order.
  • Flags and pennants only where permitted. Fender flags, pennants and any official marking are fitted only when the mission requests them and when the visit's status and the applicable rules allow it. Without that confirmation, the cars run unmarked.
  • Punctuality as a standard. The car is at the door before the time on the programme, never at it. Motorcade gaps, the order of departure and the arrival sequence at each venue are agreed the day before.
  • Language and silence. Chauffeurs speak when spoken to, never discuss passengers or meetings, and keep calls, radio and conversation off unless invited.
  • Dress and vehicle condition. Dark suits, cars cleaned between legs, water and the day's newspapers on request, umbrellas in every car from October to April.

Official visits: Queen's Park, the city and Ottawa

A ministerial day in Toronto usually threads together a short list of addresses: the Legislative Building at Queen's Park, the financial district around King and Bay, the University Avenue hospitals and research institutes, a university campus, the consulate's own offices, and a reception in the evening at a residence in Rosedale, Forest Hill or the Bridle Path. The chauffeur knows the drop-off points and the side entrances at each, and the coordinator plans the gaps around the Gardiner, the Don Valley Parkway and the downtown lane closures that can turn a ten-minute hop into forty. Where the schedule includes Mississauga or Vaughan, we time the run on Highway 407 to avoid the 401 at rush hour; the toll is billed at cost.

When the programme moves to the federal capital, the car can go too. The drive from Pearson to Parliament Hill in Ottawa is a full day's commitment that many delegations prefer to a short flight, because the car becomes a mobile office and the luggage never leaves it. Visiting Parliament as an official guest is arranged by the mission with Parliament itself; we handle the road, the hotel drop and the return. Out-of-town hours are billed at the out-of-town rate below, and the chauffeur's hotel and a flat travel allowance are added for an overnight stay.

Rates for diplomatic and consular work

Diplomatic work is billed on the same published hourly rates as every other hire, with taxes and 20% gratuity included in each rate; there is no protocol surcharge and no separate charge for the briefing. A business sedan is $155 an hour, a first-class sedan $285, an SUV Business $185 and an SUV First $235. Every car in the fleet is four model years old or newer.

All-in rate (CAD)Business sedanFirst-class sedanSUV BusinessSUV FirstChauffeur only, your car
Within the city, per hour$155$285$185$235$95 (4-hour minimum)
Out of town, per hour (+50%)$232.50$427.50$277.50$352.50$142.50
A 10-hour day within the city$1,550$2,850$1,850$2,350$950
Each km over 150 in one day$3$8$4$4not charged (your car)

A programme day carries an allowance of 150 km per car, which covers almost any day inside the city; past it, a business sedan adds $3 a kilometre, either SUV $4 and a first-class sedan $8. Out of town the hourly rate rises by 50%, so a first-class sedan on an Ottawa day is $427.50 an hour, and the chauffeur's hotel plus a $100 flat travel allowance are added. Highway tolls, venue parking and the car's Wi-Fi appear on the invoice at exactly what they cost us, and a reception that runs past midnight is simply more hours at the same rate. A Sprinter for the wider delegation, a coach for a trade mission or an ultra-luxury car for a head of state's programme is quoted separately; see the Jet Sprinter and coach hire page. Choose a class from the vehicles below, or ask us to mix them across a motorcade.

Monthly and yearly arrangements for missions

A consulate that needs a car most weekdays is better served by a reserved block than by booking trip by trip. The monthly chauffeur service reserves 40, 80, 120 or 220 hours a month at the same hourly rates, with the same chauffeur assigned wherever possible, so the consul general's driver learns the residence, the office and the routine. The yearly chauffeur contract is the same block rate-locked for twelve months, which suits a mission budgeting in a fiscal year. Each month's block stands alone: hours or kilometres the mission does not use are not carried into the next month. Notice requirements, replacement arrangements when a chauffeur is away and the other operational terms are set out in the written agreement, and we draft that agreement around your mission's own procurement rules.

Missions that already own an official car, often a sedan registered to the post, can keep it and hire the chauffeur alone through our chauffeur for your car service at $95 an hour within the city, with a four-hour minimum.

Billing, purchase orders and the paperwork

Government and consular clients work to procurement rules, and we work to them as well. We issue a quote on letterhead, accept your purchase order, invoice against it with the PO number on every page, and break the invoice down by day, car, chauffeur and passenger group so your finance office can allocate the cost to the right programme. A corporate account holds the billing details, the approved bookers and the delivery address for invoices, so a duty officer can add a car at 11 pm without restarting the paperwork. Where a host ministry, a chamber of commerce or a sponsor pays for part of a programme, we split the invoice accordingly.

Discretion and the NDA

Delegations share their itineraries with very few people, and we treat that as the point. We sign your non-disclosure agreement before the programme reaches dispatch, or provide ours, and the coordinator, the assigned chauffeurs and one backup are the only people who see the names, flights and addresses. Code names can replace passenger names on the booking and the invoice. The full commitments are set out in the NDA section below. If your security officers travel with the principal or plan the route, our chauffeurs work under their direction, and where the risk assessment calls for an armoured vehicle, our armored car service page explains how one is sourced by special quote.

How to brief us

Send the programme as early as you have it, even in draft. The most useful details are the flight numbers or aircraft registration, the passenger list in order of precedence, the hotels, each venue with its preferred entrance, the protocol officer's mobile number and any flag or marking requests. We return a car-by-car running order within the working day. Requests can go through the contact page or by phone at 1-877-508-3344, and single cars for a consul's day can be reserved directly in the online booker.

Discretion & NDA

Confidentiality you can file, not just a promise

Any dedicated, long-term or high-profile booking from Pearson or anywhere in the GTA can run under a signed non-disclosure agreement. We already work that way for:

Ministers, officials and their staffConsuls general and visiting delegationsCelebrities and public figuresAthletes, coaches and team staffMusicians, artists and touring crewsExecutives, boards and family offices

Signed before the first address

Send us your non-disclosure agreement or ask for ours; it is signed before a passenger name, a flight number or a hotel reaches dispatch. Every chauffeur and coordinator on the account signs a personal confidentiality undertaking as well.

Only the people who need it

The assigned chauffeur, a named backup and your account coordinator are the only people who can open the itinerary. A code name can stand in for the passenger on the booking, the sign and the invoice.

No photos, no posts, no stories

Chauffeurs never photograph, film, post or repeat anything about a passenger, a route, a hotel or a meeting, during the job or after it. A breach ends that chauffeur's work with us.

Quiet doors at Pearson and in town

Private-aviation terminals, hotel service entrances, loading docks and underground garages are agreed in advance. The cars carry no company markings, and a name board appears only if you ask for one.

Screened before the first job

Criminal-record and driving-record checks before the first assignment and again at renewal, Toronto vehicle-for-hire licensing, and briefings on protocol, defensive driving and high-profile passengers.

Records kept lean

Trip records stay with your account team only as long as the agreement and the law require, and leave it only with your written consent or where the law compels disclosure.

FAQ

Diplomatic transport: questions answered

Do you work directly with consulates general in Toronto?

Yes. Consulates, trade offices and honorary consuls book through a single account coordinator who handles the programme, the chauffeurs and the invoicing. The mission keeps control of the schedule and the passenger list, and we adapt to its protocol office rather than the other way round.

Can a chauffeur meet the delegation inside the arrivals hall?

Yes, as a paid meet and greet add-on. Without it, the standard pickup is the pre-arranged area at the terminal door, Door A at Terminal 1 or Terminal 3, with the car curbside. For a head of delegation we generally recommend the meet and greet so the party is escorted from the hall.

Can you meet a government or charter aircraft at an FBO?

Yes. Private and official aircraft at Pearson are handled by fixed-base operators, and we coordinate with the handling agent and the mission's security officers on where the car may wait. The same chauffeurs cover FBO and terminal arrivals, so a mixed delegation is handled by one team.

Will the cars carry flags?

Only where the mission requests it and the visit's status and the applicable rules permit it. We confirm with the protocol officer before fitting any fender flag or pennant. Otherwise the cars run unmarked, which many missions prefer for working visits.

How is a diplomatic booking priced?

On the published hourly rates, with taxes and 20% gratuity included: $155 for a business sedan, $285 first-class, $185 SUV Business and $235 SUV First. Out-of-town hours are 50% higher plus the chauffeur's hotel and a $100 travel allowance. Tolls, parking and Wi-Fi are billed at cost.

Do you accept purchase orders and government billing?

Yes. We quote on letterhead, invoice against your purchase order, show the PO number on every page and split the invoice by programme, day or sponsor. A corporate account stores the approved bookers and billing details so additional cars can be added without new paperwork.

Can a consulate keep a chauffeur on a monthly or yearly basis?

Yes. A monthly block reserves 40, 80, 120 or 220 hours at the same hourly rates, and a yearly contract locks those rates for twelve months. Hours and kilometres left at month-end lapse, and the operating terms are written into the agreement.

Can you drive a delegation from Toronto to Ottawa?

Yes. The drive from Pearson to Parliament Hill takes most of a day, and many delegations prefer it because the car doubles as an office. Out-of-town hourly rates apply, with the chauffeur's hotel and a flat $100 travel allowance added for an overnight programme.

Will you sign our non-disclosure agreement?

Yes, before any names or itineraries reach dispatch. Only the coordinator, the assigned chauffeurs and a named backup see the programme, and code names can be used on bookings and invoices. Chauffeurs also sign personal confidentiality undertakings.

Can your chauffeurs work with our security detail?

Yes. When the principal travels with security officers, the chauffeurs follow their direction on routes, timing and vehicle order. If the threat assessment calls for an armoured vehicle, one can be sourced by special quote through our specialist partners.

How much notice do you need for an official visit?

Send the programme as soon as it exists, even in draft, and we will hold cars against it. Single cars are often available the same day through the online booker; larger motorcades and Sprinters are easier to secure with a few days of lead time.
