What is a yearly chauffeur contract?

A yearly chauffeur contract reserves the same monthly block of chauffeur hours, 40, 80, 120 or 220 a month, for 12 consecutive months, with the hourly rate locked for the whole term. It suits organisations that budget annually: corporate leadership teams, government offices, consulates and family offices. The rate is all-in, taxes and 20% gratuity included, and the terms are set out in the written agreement.

The monthly block is the right tool for clients whose needs change month to month. The yearly contract is for clients whose needs are predictable and whose finance or procurement teams need a number they can rely on for the full fiscal year. Nothing about the service itself changes: the same cars, the same trained chauffeurs, the same Pearson runs and the same single monthly invoice. What changes is certainty. Once the contract is signed, the hourly rate for your vehicle class does not move for 12 months, whatever happens to fuel, insurance or wages in the meantime.

The blocks available on a yearly contract

A yearly contract uses exactly the same four block sizes as our monthly chauffeur service. The monthly totals are below; the annual value of the contract is simply twelve times the monthly figure for the block and class you choose.

Hours reserved per monthBusiness sedanFirst-class sedanSUV BusinessSUV FirstChauffeur only, your car
40 hours$6,200$11,400$7,400$9,400$3,800
80 hours$12,400$22,800$14,800$18,800$7,600
120 hours$18,600$34,200$22,200$28,200$11,400
220 hours (about 10 h x 22 days)$34,100$62,700$40,700$51,700$20,900

To put the annual figures in front of a budget committee, here is what four common combinations come to over a full year at the locked rate:

Common yearly contractMonthly total12-month value
Business sedan, 40 hours a month$6,200$74,400
SUV Business, 80 hours a month$14,800$177,600
First-class sedan, 120 hours a month$34,200$410,400
Business sedan, 220 hours a month (full-time)$34,100$409,200

Those values are the reserved hours only. Overtime is billed at the same locked hourly rate, extra kilometres beyond the 150 included each day are $3, $4 or $8 depending on the class, and tolls, parking and in-car Wi-Fi are charged at actual cost. Out-of-town hours carry the +50% rate plus the chauffeur's hotel and a flat $100 travel allowance. As with the monthly program, the yearly contract is not a discount: it is the ordinary hourly rate, fixed in advance.

Why a locked rate matters for budgeting

Ground transport is one of those lines that quietly drifts upward during a year. A department that books car services trip by trip has no protection against rate changes, surge pricing on rideshare apps or a supplier who reprices in the spring. A yearly contract removes that drift. The finance team can enter one monthly figure into the budget in January and know it will still be correct in December, with the only variables being the overtime, kilometres and pass-through costs that the department itself controls.

It also simplifies the approval chain. Instead of approving dozens of individual bookings, a manager approves one contract value and one monthly invoice. Each invoice breaks the month down by reserved hours, overtime, extra kilometres and actual-cost items, and it can carry a purchase order number, a cost centre or a project code on every line.

Yearly contracts and procurement

Many of the organisations that sign yearly contracts have to buy through a formal process: a request for proposal, a standing offer, a vendor of record list or an internal three-quote rule. We are used to working inside those rules. Federal opportunities are posted on CanadaBuys, and provincial, municipal and agency buyers have their own portals; wherever the competition is run, the information evaluators usually ask for is the same, and we can supply it in the format the tender requires.

What a typical response from us includes:

  • The all-in hourly rate card for every vehicle class, with the out-of-town, extra-kilometre and pass-through rules stated exactly as on this page.
  • The current vehicle list, every car four model years old or newer, with the models in each class.
  • Evidence of City of Toronto vehicle-for-hire licensing and our screening process for chauffeurs.
  • Our standard non-disclosure agreement, or a signed copy of yours.
  • References from comparable accounts, where the referees agree to be named.

Writing the RFP so the bids are comparable

If you are drafting the RFP yourself, a few details make it much easier to compare bids fairly. State the expected hours per month, not just the number of trips. Say which vehicle class is required and whether a second class is needed for visiting dignitaries. Ask every bidder to state whether gratuity and taxes are included in the hourly rate, because many quote them separately. Ask how airport pickups are handled at Pearson, how many kilometres are included per day and what happens out of town. And ask for the cost of overtime: some suppliers charge a premium after a set number of hours, while we bill overtime at the same rate.

Government and corporate fleets: the replacement math

A common reason to sign a yearly contract is to replace an in-house car and driver. Before making that decision, it helps to list every cost the in-house arrangement really carries, because the visible ones are only part of the total.

Owning a car and employing a driver typically involves:

  1. The driver's salary, plus statutory payroll costs, benefits and vacation pay.
  2. Overtime for early departures, late events and weekend work.
  3. A second driver, an agency or a manager behind the wheel when the first driver is away.
  4. Buying or leasing the vehicle, and its depreciation over the years you keep it.
  5. Commercial insurance, licensing and registration.
  6. Fuel, scheduled maintenance, tires, winter tire changes and repairs, plus the days the car is in the shop.
  7. A reserved parking space, often downtown or near Queen's Park, where spaces are scarce and expensive, plus hotel parking whenever the car follows officials to Ottawa for sittings on Parliament Hill.
  8. The staff time spent managing all of the above.

A yearly chauffeur contract replaces those lines with one: a fixed monthly figure for the reserved hours, plus the overtime, kilometres and actual-cost items you can see on each invoice. Vehicle replacement, maintenance, insurance, chauffeur licensing and cover for days off are our responsibility, not yours, and the car is always one of the 2023-or-newer models listed in the vehicles section below.

We do not claim the contract is cheaper in every case; it depends on how many hours the in-house driver actually works and what the organisation already pays. What we can promise is that every cost of the contract is visible in advance, and we are happy to sit down with your finance team and put the two columns side by side using your real numbers.

Who signs yearly contracts

Yearly contracts suit organisations with steady, predictable demand. Typical holders include corporate head offices on Bay Street and in Mississauga's airport corporate centre; ministries and agencies that move officials between Queen's Park, City Hall and Pearson; consulates and trade missions that receive delegations through the year, covered in detail on our diplomatic and consular transportation page; family offices that want a household chauffeur on a fixed annual budget; and hospital and university leadership teams on the University Avenue corridor. For protection details that need a heavier vehicle, armored SUVs are sourced by special quote through specialist partners, as described on our armored car service page.

Airport-first by design

Our business started at Pearson, and yearly accounts lean heavily on that. Chauffeurs on contract know the terminal roads, the GTAA pre-arranged pickup areas outside Terminal 1 and Terminal 3, the private-aviation terminals and the hotels along the airport strip. Flights are tracked on every arrival. A chauffeur inside the arrivals hall with a name board is available as a paid meet-and-greet add-on, which many government and consular clients add for visiting delegations. Our Pearson airport guide covers the terminals in detail.

How a contract year usually unfolds

Annual demand is rarely flat, and a good contract is sized for the pattern rather than the average. Government clients see their busiest weeks around the spring budget and the legislative calendar at Queen's Park. Corporate head offices peak around year-end results, annual general meetings and the investor days that bring analysts through Pearson. September is crowded for anyone hosting guests during the film festival, and December fills with holiday receptions and late flights. Summer Fridays bring requests for the drive north to the cottage.

Because hours beyond the block are billed at the same locked rate, it usually makes sense to set the block at your normal month and let the peaks run as overtime, instead of paying for a large block that sits idle in July. We are happy to review your usage with your coordinator each quarter so the next year's contract is sized on real data rather than estimates.

What the written agreement covers

We keep this page to the facts we can state for every client: the block sizes, the hourly rates, the 12-month rate lock, the kilometre, out-of-town and pass-through rules, and the fact that unused hours do not roll over. Everything else, including billing cycles, how the block can be changed during the year, cover for the chauffeur's holidays, renewal and how either side can end the contract, is set out in the written agreement. Those terms are agreed with you before signature, and they are the same document your legal and procurement teams review. Ontario's road and licensing rules, maintained by the Ministry of Transportation, apply to every vehicle we run.

Starting a yearly contract

  1. Send us the expected hours per month, the vehicle class and any procurement documents you need completed.
  2. We confirm the monthly and annual values, propose a primary and a backup chauffeur and answer evaluation questions.
  3. The written agreement is reviewed and signed, along with an NDA if required.
  4. The first month's standing schedule is loaded onto the dispatch calendar.
  5. Monthly invoices follow, each one at the rate fixed on the day you signed.

Discretion & NDA

Confidentiality you can file, not just a promise

Any dedicated, long-term or high-profile booking from Pearson or anywhere in the GTA can run under a signed non-disclosure agreement. We already work that way for:

Ministers, officials and their staffConsuls general and visiting delegationsCelebrities and public figuresAthletes, coaches and team staffMusicians, artists and touring crewsExecutives, boards and family offices

Signed before the first address

Send us your non-disclosure agreement or ask for ours; it is signed before a passenger name, a flight number or a hotel reaches dispatch. Every chauffeur and coordinator on the account signs a personal confidentiality undertaking as well.

Only the people who need it

The assigned chauffeur, a named backup and your account coordinator are the only people who can open the itinerary. A code name can stand in for the passenger on the booking, the sign and the invoice.

No photos, no posts, no stories

Chauffeurs never photograph, film, post or repeat anything about a passenger, a route, a hotel or a meeting, during the job or after it. A breach ends that chauffeur's work with us.

Quiet doors at Pearson and in town

Private-aviation terminals, hotel service entrances, loading docks and underground garages are agreed in advance. The cars carry no company markings, and a name board appears only if you ask for one.

Screened before the first job

Criminal-record and driving-record checks before the first assignment and again at renewal, Toronto vehicle-for-hire licensing, and briefings on protocol, defensive driving and high-profile passengers.

Records kept lean

Trip records stay with your account team only as long as the agreement and the law require, and leave it only with your written consent or where the law compels disclosure.

FAQ

Yearly contract: questions answered

What does rate-locked for 12 months mean?

The all-in hourly rate for your vehicle class is fixed on the day the contract is signed and does not change for the next 12 months. Every reserved hour and every overtime hour during the term is billed at that rate, regardless of any change to our published prices.

Is a yearly contract cheaper than a monthly block?

No. The yearly contract uses the same hourly rates as the monthly program. What it adds is certainty: the rate cannot rise during the term, so the annual budget figure you set in month one is still correct in month twelve. It is a price guarantee, not a discount.

How much does a yearly chauffeur contract cost?

Multiply the monthly block total by twelve. A business sedan at 40 hours a month is $74,400 a year; an SUV Business at 80 hours is $177,600; a full-time business sedan at 220 hours is $409,200. All figures include taxes and 20% gratuity.

Can unused hours be carried into the next month?

No. Unused hours and kilometres do not roll over from one month to the next, on a yearly contract or a monthly one. Hours beyond the block are billed as overtime at the same locked rate, which is why we usually recommend the smaller of two possible block sizes.

Can you respond to our RFP or standing offer?

Yes. We can supply the rate card, vehicle list, licensing evidence, NDA and references in the format your tender requires, and we answer evaluation questions directly. Federal opportunities are usually posted on CanadaBuys; provincial and municipal buyers use their own portals.

Can we change the block size during the year?

How and when the block can change during the term is set out in the written agreement, agreed with you before signature. Many organisations know their peak months in advance, and we discuss those at the proposal stage so the agreement reflects how you actually work.

Is it worth replacing our own car and driver?

It depends on your real costs. An in-house arrangement carries salary, payroll costs, overtime, backup cover, the vehicle, insurance, fuel, maintenance and parking. We are glad to compare those lines with a contract figure using your own numbers, and we will tell you if in-house is cheaper.

Are Pearson airport transfers covered?

Yes. Airport runs draw down from the reserved hours like any other booking. Flights are tracked, pickups are at the GTAA pre-arranged area at the terminal door, and meet and greet inside arrivals is available as a paid add-on for visiting officials and delegations.

What vehicles can a yearly contract use?

Any of the four priced classes: business sedan at $155 an hour, SUV Business at $185, SUV First at $235 and first-class sedan at $285, or our chauffeur driving your own vehicle at $95. Every car we supply is four model years old or newer.

Can the contract include a non-disclosure agreement?

Yes. Government, consular and corporate contracts often run under an NDA, either your template or ours. It is signed before any passenger names or itineraries reach dispatch, and every chauffeur on the account also signs a personal confidentiality undertaking.
